Activities of Operation & Maintenance Wing of Water Resources Department
Monitoring of Reservoir Water level & Storage:
• Daily Water Report:-
The daily water level of 20 major reservoirs in the State, 4 Karnataka Reservoirs in the Cauvery Basin and Daily flow data @Billugundulu Gauging Data Station of CWC are collected, compiled and sent to the Hon’ble Chief Minister, Hon’ble Minister for Public works, Hon’ble Minister for Agriculture and other higher officials of the Government by 9.00 am in the morning.
• Monitoring of the Reservoirs during Monsoon:-
During the North East Monsoon period (From 1st October to 31st December) round the clock turn duty is organized in the office of the Chief Engineer (O&M) to monitor the water levels of all the Reservoirs in the State.
Water level & Storage position of all reservoirs:-
The daily water level of all reservoirs in the State are collected and recorded.
Operation and Maintenance Guidelines:
The maintenance Engineers are being guided in the preparation of the Operation and Maintenance Guidelines for all the reservoirs for flood and water regulation.
The Chief Engineer O&M is assisted by one Joint Chief Engineer, with necessary supporting staffs. In addition, following Circles are functioning under the control of the Chief Engineer, O&M to monitor the safety of dams in Tamilnadu.

Participatory Irrigation Management (PIM)
Enactment of TNFMIS act and its features
PIM programme implemented by Government of Tamil Nadu to encourage the participation of farmers in the operation & maintenance and management of the irrigation system under the control of Water Resources Department.
In order to provide necessary legal support for the effective participation of the farmers, the Tamil Nadu Farmers' Management of Irrigation Systems Act, 2000 (TN Act 7 of 2001) was enacted, on March 2001, rules and election rules made and notified by the Government for conducting election to implement the Act under the control of Water Resources Department. As a first step, Act was implemented in Water Resources Consolidation Project command areas only.
TNFMIS Act provides for a three tier Farmers Organisation, for the implementation of PIM in Tamil Nadu as Water Users’ Association (WUA) at Primary level, Distributory Committee (DC) at Secondary level and Project Committee (PC) at the Project level.
Conducting elections to Farmers organisation
Under this Act command area covering about 6.00 lakhs hectares in 20 Districts, 1566 Water Users' Associations have been delineated and 1550 Water Users' Associations have been constituted during 2004 under Water Resources Consolidation Project (WRCP).
After completion of WRCP, the Government in G.O. Ms.No.107 & 108, PW. (W2) Department, dated 23.04.07 have delineated and declared the command area for the 161 Distributory Committees and 9 Project Committees.
Accordingly the election to the left out post of Water Users' Association and then fresh election to Distributory Committees and Project Committees has been conducted during May 2008 to September 2008.
The Government have appointed the AE/JE/Overseers, Executive Engineers and Superintending Engineers of WRO of PWD, as the Competent Authority for the Water Users' Associations, Distributory Committees and Project Committees respectively.
Second Election to Farmers organisation:
The term of office of Presidents and Territorial Constituency members of Water Users' Associations has been extended to 5½ years as per TNFMIS Act (Amendment) 2009 (Act No. 1/2009).
Accordingly, the second election for 1566 Water Users' Associations were conducted on 27.6.2009. The newly elected Presidents and Territorial Constituency members assumed their charges from old office bearer of Water Users' Associations. The second election to 161 Distributory Committees and 9 Project Committees was also completed during October 2009 to January 2010.
